Wren adds that council sets conditions but does not choose the winner
Brockville City Council follows strict procurement rules for public contracts. Recent concerns arose when a Kingston realtor won a city land sale.

Wren says local agents can bid, but can't be favoured based on their location.
Wren adds that council sets conditions but does not choose the winner.
