The collective says the complaint aims to ensure municipal policies are applied equally, regardless of residents’ backgrounds, culture, race or ancestry
The Brockville Peace Collective has filed a human rights complaint against the City of Brockville after council rejected its request to raise the Palestinian flag in November 2025.
The group filed the complaint with the Human Rights Tribunal of Ontario today (Oct. 15), alleging discrimination in the city’s delivery of municipal services and administration of its flag-raising program.
The collective had requested a three-day flag-raising to mark Palestinian Independence Day, from Nov. 27 to Dec. 1, 2025. It argues the request should have received treatment equal to previous flag-raising requests, including the Ukrainian flag displayed following Russia’s 2022 invasion.
Council denied the Palestinian flag request on Nov. 25, 2025, prompting the group to challenge the decision under Ontario’s Human Rights Code.
“Rights are for everyone,” said Stephen Ellis, the collective’s lawyer. “Services ought to be provided to the public without discrimination.”
The collective says the complaint aims to ensure municipal policies are applied equally, regardless of residents’ backgrounds, culture, race or ancestry.
