The Ontario Provincial Police (OPP) is warning residents across Eastern Ontario about a dangerous side to paving fraud that often goes unnoticed—human trafficking.
Officers have seen a rise in complaints about aggressive door-to-door paving contractors offering cheap deals that leave homeowners with unfinished or poor-quality work. But behind the fraud, some companies are also exploiting vulnerable workers, including migrant labourers living in unsafe conditions and too afraid to speak up.
The OPP urges residents to do their research before hiring any contractor. Check for proper business registration, legitimate references, and a clear written quote. Be wary of high-pressure sales, “leftover materials” pitches, and demands for upfront cash payments.
Seniors are often targeted in these scams. If something feels off, trust your instincts. Fraud and exploitation are often connected.
